The U.S. Food and Drug Administration in 2021 to be used alongside post-ischemic stroke rehabilitation therapy to treat moderate to severe mobility issues in hands and arms. Lara’s occupational therapist can activate the device during rehabilitation sessions to electrically stimulate the vagus nerve, which runs from the brain down to the abdomen and regulates various parts of the body’s nervous system. The electrical stimulation rewires the brain to improve a stroke survivor’s ability to move their arms and hands. Lara also has a magnet she can use to activate the device when she wants to practice at home. Her therapy consists of repetitive tasks, including coloring, pinching cubes and grabbing and releasing cylindrical shapes. After several weeks of rehabilitation therapy with the device, Lara has seen improvement. “Little by little, I’m noticing that my hand is getting stronger. I am already able to brush my teeth with the left hand,” she told the Miami Herald in September. Since then, Lara has finished the initial six-week Vivitism therapy program, and is continuing to use the device in her rehabilitation therapy. She continues to improve and can now eat better with her left hand and can brush her hair with less difficulty, according to her occupational therapist, Neil Batungbakal. Lara learned about the device through an online group for stroke survivors and contacted the company to inquire. She then connected them with her Jackson medical team. Now a year later, the device is available to Jackson patients. So far, four patients have received the implant at Jackson. Starke sees the device as an opportunity to help bring survivors one step closer to regaining full mobility. Strokes are a leading cause of disability worldwide. While most stroke survivors can usually recover some function through treatment and rehabilitation, they tend to hit a “major plateau” after the first six months of recovery, he said. Vivistim, when paired with rehabilitation therapy, could change that. Jackson Health said results of a clinical trial published in the peer-reviewed medical journal in 2021 showed that the device, “when paired with high-repetition, task-specific occupational or physical therapy, helps generate two to three times more hand and arm function for stroke survivors than rehabilitation therapy alone.” The device has even shown to benefit patients 20 years from their original stroke, according to Starke. “So now a lot of these patients that had strokes 10-15 years ago that thought that they would never be able to use their arm in any sort of real functional way are now able to have a real meaningful function, which is pretty tremendous,” Starke said. BEATRICE, Neb. — Once thought of as an aerial tool used for action photography and surveying land, drones are now working their way into the agricultural industry. John Zalauf, from Beatrice, Nebraska, has been a farmer for 30 years. "I use ground equipment. I use aerial with an airplane application, and now, this year, we've added a drone to that," Zalauf said. Zalauf said some farmers are skeptical of full-scale crop dusting, but now, there is something new — sprayers attached to drones. "The acreage owners come out and watched, and they were very impressed and happy with the job that it did," Zalauf said. "As far as a sprayer goes, you're looking at upwards of three-quarters of a million or better for a new one. These are under $100,000 just to get started," Andrew Kreikemeier, one of three co-founders of Infinity Precision Ag, said. Zalauf hired him this past harvest season to help with drone spraying and surveying. "When I brought the adjuster in, we knew where to go in the field to really get an accurate adjustment of the damage out there. And it was, it was very beneficial to do that," Zalauf said. While it may sound like science fiction, Dirk Charlson, who focuses on digital ag at the University of Nebraska-Lincoln, said drones are the future. "I really do see in 10 years that the spray drone may replace a lot of the application just because of safety, labor and cost-effectiveness," Charlson said. He said spray drones are a new phenomenon in Nebraska. After a drone conference this past August in Lincoln, a survey showed that 70% of attendees were using spray drones or showed interest in wanting to learn. "Most of my work now is trying to answer questions and doing education related to spray drones," Charlson said. This year, drone manufacturer Hylio became the first in the United States to secure Federal Aviation Administration approval for swarming drones that weigh more than 55 pounds. "Drone swarming is when you pair two or three of these drones in tandem, working off of one controller, and you can cover a lot more acres in a setting," Kreikemeier said. And there are other applications for drones. This summer, Zalauf's farm was hit by windstorms. Kreikemeier used a technique called mapping to determine where on the property wind gusts had caused damage.It's hard to think of a more competitive race for the NFL MVP Award than the one we are currently witnessing. At least in recent memory, it feels like the MVP is an open and shut case just about every year. But that couldn't be further from the truth in 2024. There's a legitimate argument to be made for at least five different players. Tennessee Titans head coach Brian Callahan put his opinion on record during a press conference earlier this week. I think he's the MVP of the NFL at this point," said Callahan on Wednesday. "We've got out work cut out for us. It'll be a tough test and excited to get going this week." Callahan, a former Bengals offensive coordinator, will take on his former team this weekend when the Titans clash with Cincinnati at Nissan Stadium. Call it bias if you'd like, but Callahan knows Burrow as well as anyone. He knows what makes him so great to have on your sideline and so difficult to stop. "I think he's just so accurate. He very rarely misses a throw. The ball is almost always where he intends it to go. The other part of it is, he's got such great command of the offense, of everything happening out there, knows exactly where his problems are. Knows exactly how to solve them. You're not going to ever fool him. You're also not ever going to rattle him. He's probably one of the most steadfast quarterbacks in football in terms of nothing rattles in one way or the other. He's just really a fantastic quarterback," Callahan said of his former QB. Who Should be the MVP? The biggest thing holding Burrow back from winning the MVP Award this season os the Bengals looking destined to come up short of the playoffs. At 5-8, Cincinnati needs to win out and get some help if they want to get in. With how competitive the MVP race is this year, I just don't see it going to the quarterback of a non-contender. Granted, Burrow leads the NFL in both passing yards (3,706) and passing touchdowns (33) while limiting the number of turnovers. He's pacing for almost 5,000 yards and over 40 touchdowns. A few more wins and he'll be right back in the conversation. Lamar Jackson has some staggering numbers with only three interceptions and over 30 total touchdowns. Jared Goff is the dominant quarterback of the league's most dominant team (Lions). Saquon Barkley is likely going to break 2,000 rushing yards and is 482 yards off the all-time single-season record with four games remaining. But to me, the MVP is still Buffalo Bills quarterback Josh Allen. Allen is the epitome of doing more with less. He lost Stefon Diggs in the offseason. Dalton Kincaid and Keon Coleman have missed time with injury. Buffalo's number one wide receiver is Khalil Shakir and still, Allen is leading his team to the standings. The Bills have the second best offense in football. Allen has 32 total touchdowns with over 3,000 passing yards and for the first time in his career, has really cut down on the interceptions and turnover worthy plays. Dante Dowdell has a knack for the end zone, scoring three times. (Trivia answer: Chubba Purdy ... against Wisconsin last year). PASSING GAME (B) Dylan Raiola has his rhythm back. He spent most of the game hovering around a 70 percent completion rate, which is reminiscent of his first four or five games. The ball is getting out of his hands quicker, and those pitch-and-catches are finally going for big gains. One of his best throws of the day was originally ruled a touchdown on a fade ball to Isaiah Neyor, but replay confirmed he didn't get a foot down. Jahmal Banks had a great TD snag shortly after in which he leaped, snared the ball and tapped his toes just inside the end line. People are also reading... AGAINST THE RUN (B) John Bullock's second tackle for loss of the game stopped Wisconsin's Tawee Walker on fourth-and-1 midway through the third quarter, and it felt like an early dagger for the home team. Bullock was a standout on senior day. The Huskers had some open-field tackling issues but held their own on third- and fourth-down situations. Darrion Dupree was a nice change-of-pace option for the Badgers, averaging 7.5 yards on his seven attempts. AGAINST THE PASS (C) Wisconsin found success early on slant passes, including one that went to Vinny Anthony for 42 yards after Isaac Gifford whiffed on a tackle. After that, Braedyn Locke was able to open it for deep balls, including touchdown tosses of 24 and 58 yards. Wisconsin's Vinny Anthony had a big day, racking up six catches for 128 yards and Locke threw for more yards than he has in his past five games. A cool moment for DeShon Singleton, who came down with an interception in his final game at Memorial Stadium. SPECIAL TEAMS (A) Brian Buschini is having a great season, and Saturday was another notch on his belt. First, he ripped a 52-yard punt that flipped field possession, and he followed that up with a 49-yard boot that went out of bounds at the Wisconsin 3-yard line. Equally as impressive was kicker John "ol' reliable" Hohl, who made all three of his field goals and stayed clean on extra points. Oh, and how about Jacory Barney's 55-yard kick return to open the game? NU's third phase is trending up after a turbulent stretch. GAME MANAGEMENT (B) A question we might not ever get an answer to: Why was Matt Rhule forced to use a challenge to review Wisconsin's first-quarter touchdown? Don't all scoring plays get reviewed automatically? In a similar situation later in the game, Wisconsin was spared from using a challenge for officials to take another look at a Nebraska touchdown, which was reversed. Also, the unsportsmanlike conduct penalty on Micah Mazzccua for spiking the ball on a touchdown felt unnecessary. PLAY-CALLING (B) Nebraska scored a touchdown on its first possession of a game for the first time since the Northern Iowa game. A true tone-setter. There's plenty to unpack from Holgorsen's play sheet — it's no coincidence it only took him two games to pop a 100-yard rusher. And, 44 points for a team that has scored 20 (twice), 17, 7 and 14 in its past five games. That'll do. OVERALL (A) For the first time in 49 days, Nebraska won a football game. That was a long 49 for everyone involved. This one is a little more cathartic than usual, too, as the Huskers finally wrapped their arms around a bowl berth. It also takes a big bite out of the pressure NU faces on Black Friday vs. Iowa, which is no longer a "must-win." Hopes for a quick injection of financial support for rebuilding efforts are in limbo while leaders in New Caledonia wait for a successor to prime minister Michel Barnier. Mr Barnier's government lost a motion of no confidence in Paris on Wednesday after three months in power. France's political upheaval is also expected to delay a new round of crucial talks over New Caledonia's future, following months of riots and blockades in the French territory. There are fears that without a new political agreement by March, New Caledonia risks more economic ruin. And some say while it's still possible to negotiate a new deal by that deadline, France's next national government will be just as prone to collapse as the last, creating more obstacles for negotiations. Support in limbo Months of violent unrest have left New Caledonia's economy in tatters, and it's estimated to need 4 billion euros ($6.4 billion) to recover. Pro-independence Party of Kanak Liberation representative Jimmy Naouna said his party had hoped the Barnier government would deliver a budget providing financial support to help rebuild the New Caledonian economy. "A lot of people have lost jobs, businesses have been closed down, so there's a big financial burden for New Caledonia to rebuild the economy," he said. New Caledonian leaders had spent months lobbying Paris for more economic support to rebuild the territory. But the end of the Barnier government means that financial support won't come soon. Journalist Nic Maclellan, who has covered New Caledonia for more than 30 years, said the Barnier government's proposed budget for 2025 was now void, delaying additional financial support that would have helped reconstruct the territory's economy. "That's a disaster for a prompt response to the economic crisis that's wracked the Pacific dependency," he said. The proposed support included a loan guarantee underwriting budgetary decisions of the New Caledonian local government, and tax write-offs for people investing in New Caledonia. "All of these are now in limbo because the government has collapsed," Mr Maclellan said. "The 2025 budget must still be renegotiated between political forces in Paris, and Christmas is coming. "Time is very short given the immediate and urgent needs facing the people of New Caledonia." But New Caledonia Chamber of Commerce and Industry president David Guyenne says there are still some reasons to feel relief. The French government earmarked funding for the territory's public services before it collapsed, he said. "It was a big relief for us," Mr Guyenne said. 'Vast' consequences After the Barnier government formed in September, it sent officials to New Caledonia seeking to restart talks with pro-independence and anti-independence groups on a new agreement to replace the Nouméa Accord. Meanwhile, tensions had calmed following months of violence that led to 13 deaths — the worst civil unrest in the territory since the 1980s. "That leaves us only two months before reaching an agreement, which is feasible, but as long as everyone puts in good political will to reach that agreement," he said. But the make-up of the new French parliament, where parties only have enough seats to cobble together minority governments, means another collapse is possible. Mr Naouna said it's a realistic prospect. "We're just going into a cycle of instability in Paris in terms of forming a government," he said. "It's not the best situation for us because we need to have a stable government with whom to negotiate on the political process beyond the Nouméa Accord." Mr Guyenne said New Caledonia's overall recovery will rely on a new political agreement between pro-independence and anti-independence groups. "Companies and entrepreneurs will not invest in reconstruction of all the enterprises that were destroyed if there is no stability," he said. He said the crisis in Paris will require New Caledonia's political parties to stay committed to reaching an agreement on the territory's future, when talks begin. "We can't control the situation in Paris, but we can control the situation in New Caledonia," he said. "So, we are now really pushing hard on politicians to get together and find an agreement, because for us, if no agreement is found by March then we really fear that the economy might fall and it will be a systemic fall, for not just the businesses but also [with] social consequences. The nearly $900 billion bill passed the House 281-140 Wednesday, with 200 Republicans and 81 Democrats voting in favor versus 124 Democrats and 16 Republicans voting against it. Most of the NDAA consists of bipartisan agreements, such as pay raises for service members, strengthened ties with U.S. allies, and funding of new military technology. But a critical point of contention is a Republican addition that would prohibit the military’s health program from covering any gender dysphoria treatments on minors that could "result in sterilization.” The must-pass bill is so critical that nearly 40% of House Democrats voted in favor–but not without expressing their disappointment. Chrissy Houlahan, D-Pa., condemned Republican colleagues who, she said, “chose to sully this bill with political culture wars;” nevertheless, she voted in favor. “While it doesn't address everything we asked for and consider important, including the full ability of parents to make their own decisions about healthcare for their children, it marks a rare moment of productive bipartisan agreement on what is arguably the most crucial legislation we take up as a body each year,” Houlahan said. The bill’s provision does not forbid service members’ children from receiving transgender therapy. (AP) — Democratic of Pennsylvania conceded his reelection bid to Republican on Thursday, as a statewide recount showed no signs of closing the gap and his campaign suffered repeated blows in court in its effort to get potentially favorable ballots counted. Casey’s concession comes more than two weeks after Election Day, as a grindingly slow ballot-counting process became a spectacle of hours-long election board meetings, social media outrage, lawsuits and accusations that some county officials were openly flouting the law. Republicans had been claiming that Democrats were trying to steal McCormick’s seat by counting “illegal votes.” Casey’s campaign had accused of Republicans of trying to block enough votes to prevent him from pulling ahead and winning. In a statement, Casey said he had just called McCormick to congratulate him. “As the first count of ballots is completed, Pennsylvanians can move forward with the knowledge that their voices were heard, whether their vote was the first to be counted or the last,” Casey said. The Associated Press the race on Nov. 7, concluding that not enough ballots remained to be counted in areas Casey was winning for him to take the lead. As of Thursday, McCormick led by about 16,000 votes out of almost 7 million ballots counted. Senate Majority Leader Chuck Schumer, D-N.Y., said Thursday he would begin the process for a final vote on the bill, known as the Social Security Fairness Act, which would eliminate policies that currently limit Social Security payouts for roughly 2.8 million people. Schumer said the bill would “ensure Americans are not erroneously denied their well-earned Social Security benefits simply because they chose at some point to work in their careers in public service.” The legislation passed the House on a bipartisan vote, and a Senate version of the bill introduced last year gained 62 cosponsors. But the bill still needs support from at least 60 senators to pass Congress. It would then head to President Biden. At least one GOP senator who signed onto the bill last year, Sen. Mike Braun of Indiana, said he was still “weighing” whether to vote for the bill next week. “Nothing ever gets paid for, so if it’s further indebtedness, I don’t know,” he said. Decades in the making, the bill would repeal two federal policies – the Windfall Elimination Provision and the Government Pension Offset – that broadly reduce payments to two groups of Social Security recipients: people who also receive a pension from a job that is not covered by Social Security and surviving spouses of Social Security recipients who receive a government pension of their own. The bill would add more strain on the Social Security Trust funds, which were already estimated to be unable to pay out full benefits beginning in 2035. They’re hiring data scientists and technologists as they test clients’ systems for bias, ensure compliance with emerging regulations and rethink their own legal offerings, which may themselves be enhanced through use of AI. The emerging field, which has consumed popular imagination for AI’s often lifelike behavior, also gives rise to potential legal snags. “The legal and the technological issues are inextricably intertwined, and we believe that over five years ago, when we launched the practice, that to truly be an AI practice, you needed legal and computational understanding,” said Danny Tobey, partner and global co-chair of AI and data analytics practice at DLA Piper. Unlike other areas of law such as environmental regulations or automotive safety, where legal experts routinely handle intricate details, AI poses unique challenges that require technologists’ expertise, Tobey said. “AI is unique because we’re not just talking about an incredibly complex and novel technology that is developing every day, but at the same time we are rewiring the infrastructure of how we practice law,” Tobey said in an interview. “A true AI practice combines both legal and computational skill sets.” DLA Piper is among many multinational firms employing this strategy. Faegre Drinker has a subsidiary called Tritura that employs data scientists to advise clients on using AI, machine learning, and other technologies driven by algorithms, according to its website. DLA Piper, which employs 23 data scientists, confirmed it hired 10 data scientists away from Faegre Drinker last year. Faegre Drinker did not respond to emails seeking comment. Others employ technologists as they incorporate AI into their own practices. A&O Shearman announced last year that it had launched an AI tool called Harvey built using the OpenAI’s ChatGPT platform that could “automate and enhance various aspects of legal work, such as contract analysis, due diligence, litigation and regulatory compliance.” Clifford Chance said in February that it had deployed an in-house AI tool called Clifford Chance Assist that was developed on Microsoft’s Azure OpenAI platform. The tool would be used to automate routine tasks and improve productivity, the firm said. “Teams of legal technologists in the U.S. and globally are thinking through what automation and AI solutions may be helpful for us as legal professionals,” Inna Jackson, technology and innovation attorney for Americas at Clifford Chance, said in an interview. Red teaming and governance To help clients figure out whether their AI models perform within the bounds of regulations and laws, DLA Piper routinely employs so-called red teaming – a practice in which officials simulate attacks on physical or digital systems to see how they would perform. “We’re working with a major retailer on testing various facial recognition solutions to make sure not only are they living up to their technical promise, but are they legally compliant and in line with the latest pronouncements from federal agencies and AI related legislation,” Tobey said. He noted that companies are rapidly incorporating AI in human resources as well, “from hiring to promotion to termination.” “It is an incredibly regulated and fraught area that raises the risk of algorithmic bias and discrimination,” he said. Clients large and small are looking for the proper controls, Jackson said. Large clients “are interested in figuring out what is the right governance model to use in deploying AI, in building AI, in partnering for AI,” Jackson said in an interview. The ten organizations told The Hague District Court last month that they thought the Netherlands was in violation of the 1948 Genocide Convention, drawn up following World War II, by continuing to sell weapons to Israel more than a year into the conflict in Gaza. “The government uses my own tax money, that I pay, to kill my own family. I’ve lost 18 members of my own family,” Ahmed Abofoul, a legal adviser for the pro-Palestinian organization Al-Haq, one of the groups involved in the lawsuit, told the court during a hearing in November . The court ruling said that “it is not up to the interim relief judge to order the state to reconsider government policy. That is primarily a political responsibility.” Lawyers for the government argued it wasn’t up to a judge to decide foreign policy for the Netherlands. The activist groups pointed to several emergency orders from another court, the International Court of Justice, as confirming the obligation to stop weapons sales. In January, the top U.N. court said it was plausible Palestinians were being deprived of some rights protected under the Genocide Convention. CAIRO — Israeli attacks in and around a hospital in northern Gaza wounded three medical staff overnight into Friday and caused damage to the isolated medical facility, according to its director. Dr. Hossam Abu Safiya said Israeli quadcopter drones carrying explosives deliberately targeted the emergency and reception area of Kamal Adwan Hospital, where one doctor was wounded for a third time. Abu Safiya said “relentless” drone and artillery strikes throughout the night exploded “alarmingly close” to the hospital, heavily damaging nearby buildings and destroying most of the water tanks on the hospital’s roof and blowing out doors and windows. Kamal Adwan Hospital in the town of Beit Lahiya has been hit multiple times over the past two months since Israel launched a fierce military operation against Hamas in northern Gaza. The Israeli military did not immediately respond to a request for comment on the strikes. “We demand international protection for the hospital and its staff,” Abu Safiya said in a statement released via the U.K.-based aid group Medical Aid for Palestinians, “as well as the entry of delegations with surgical expertise, medical supplies, and essential medications to ensure we can adequately serve the people we are treating.” Abu Safiya said there were 72 wounded patients at the hospital, one of the few medical facilities left in northern Gaza. JERUSALEM - Israel’s defense minister told troops to prepare to remain through the winter months on the peak of Mount Hermon, Syria’s highest point, located in a swath of southern Syria that Israeli troops moved into after the fall of Damascus to insurgents. The comments by Defense Minister Israel Katz signaled that the military will extend its occupation of the zone along the border, which Israel says it seized to create a buffer zone. In a statement Friday, Katz said that holding the peak was of major importance for Israel’s security and that it would be necessary to build facilities there to sustain troops through the winter. The summit of Mount Hermon, the highest peak on the eastern Mediterranean coast at 2,814 meters (9,232 feet), gives a commanding view over the plains of southern Syria. On Wednesday, a 70-truck convoy from Kerem Shalom was waiting for personnel to safeguard the food and other aid destined for central Gaza when there were reported attacks by Israeli forces in the nearby humanitarian zone, the U.N. World Food Program said Thursday. More than 50 people are now estimated to have died in the attacks, including civilians and local security personnel who had been expected to ensure the convoy’s safety, WFP said. The Rome-based agency said the convoy was forced to proceed from Kerem Shalom to central Gaza without any security arrangements, using the Philadelphi corridor, an Israeli-controlled route that had been recently approved and successfully utilized twice. On the way, WFP said, conflict and insecurity led to a loss of communication with the convoy for more than 12 hours. ”Eventually, the trucks were found but all food and aid supplies were looted,” the U.N. agency said. In a second incident, Israeli soldiers approached a WFP convoy moving out of the Kissufim crossing into central Gaza, fired warning shots, conducted extensive security checks, and temporarily detained drivers and staff, the agency said. “As the trucks were delayed, four out of the five trucks were lost to violent armed looting,” WFP said. UNITED NATIONS – The United Nations chief has a message for Israel: Stop the attacks on Syria. Secretary-General António Guterres is particularly concerned about several hundred Israeli airstrikes on several Syrian locations and stresses “the urgent need to de-escalate violence on all fronts throughout the country," U.N. spokesman Stephane Dujarric told reporters Thursday. The Israeli military said Tuesday it carried out more than 350 strikes in Syria over the previous 48 hours, hitting “most of the strategic weapons stockpiles” in the country to stop them from falling into the hands of extremists. Israel also acknowledged pushing into a buffer zone inside Syria following last week’s overthrow of President Bashar Assad. The buffer zone was established after Israel seized the Golan Heights from Syria in the 1973 war. Dujarric said Guterres condemns all actions violating the 1974 ceasefire agreement between the two countries that remain in force. Attorney General Gentner Drummond and state House Speaker-elect Kyle Hilbert, R-Bristow, on Thursday , Dec. 12, 2024, announced their opposition to the Delta-Plains National Interest Electric Transmission Corridor, which, according to Drummond’s office, is a 645-mile electric transmission corridor proposed by the U.S. Department of Energy that would span Oklahoma from the Panhandle to the Arkansas state line. The proposed corridor has drawn opposition from landowners across Oklahoma, including Garfield County. A lack of information presented by the Department of Energy to residents and the threat of eminent domain are the main sticking points for those opposed. The corridor is one of several proposed corridors across the United States proposed to expand the nation’s power grid. It has not yet been finalized for development. In an emailed news release, Drummond said the project threatens to harm Oklahoma property owners and offers no benefit to a net energy producing state like Oklahoma. “The threat of Federal Eminent Domain to property owners is classic federal overreach,” Drummond wrote in a letter sent today to U.S. Energy Secretary Jennifer Granholm. “I will not sit idly by and allow it to proceed without exercising all lawful measures to protect the private property rights of our Oklahoma farmers and ranchers.” The proposed corridor would stretch from 4 to 18 miles in width as it spans the state. The Department of Energy is expected to designate its final selected corridors soon. Meanwhile, Hilbert filed House Concurrent Resolution 1001, which vows to take all legislative action available to prevent the establishment of the corridor in Oklahoma. “The people of Oklahoma will not stand for private landowners being forced to surrender their property through federal condemnation,” Hilbert said in a news release. “There are state processes in place to get community input and engagement on pending projects of this nature and I urge anyone in the path of this proposed corridor to come and let their voices be heard tonight on this issue.” Hilbert said he is committed to fighting against the corridor and appreciates the support of House and Senate colleagues who have signed on as co-authors of the measure. “Oklahoma’s eminent domain laws and regulations provide a level of protection to the landowner that is non-existent at the federal level,” said Rep. NAIROBI, Kenya (AP) — Three African politicians seeking to head the African Union detailed their plans on Friday for regional security amid conflicts and political coups while strongly advocating for inter-Africa trade among other issues. Raila Odinga of Kenya, Mahamoud Ali Youssouf of Djibouti and Richard Randriamandrato of Madagascar are seeking to be elected as chairperson for the 55-member state African Union. They participated in a two-hour debate Friday in Ethiopian capital Addis Ababa in which they all advocated for two permanent seats for African countries in the U.N. Security Council to effectively represent the continent with the youngest population. Odinga said that two permanent seats with veto power were “a must for Africa” and that this was “only fair” since the continent has more than 50 countries. Randriamandrato urged member states to cease the opportunity and “speak with one voice on the choice of who will represent Africa in the UNSC.” The three are seeking to convince most African countries before the February election to succeed African Union Chairperson Moussa Faki, who has served for two terms. The African Union has faced several challenges that include conflict in member countries and political coups that have seen five member states expelled from the union, making regional security a major theme in Friday’s debate. Youssouf said that regional security could be enhanced if the resources for a regional standby force were increased to reduce the overreliance on foreign partnerships for resources. “When there is no unity of purpose among neighboring countries peace will be compromised,” Youseff said. Randriamandrato encouraged countries to take charge of their internal security while cautioning that foreign military bases should be “a thing of the past” because they “could be a source of conflict.” Despite the continent’s young population of 1.3 billion that is set to double by 2050, regional trade has faced challenges that were addressed in the Friday debate. Odinga said that Africa had a “huge domestic market” that it could leverage on for economic transformation by opening up opportunities for trade between African countries. Youssouf proposed a payment compensation system that would ensure countries don't lose out while trading in different currencies adding, “are we going to have a single currency, why not?” Randriamandrato said that regional economic blocs like the Common Market for Eastern and Southern Africa had a huge role to play in easing inter-Africa trade. The African Union has several proposed reforms on its structure and leadership aimed at achieving its purpose, and all candidates promised to implement the reforms if elected. Youssouf said that key reforms in the union were facing a funding bottleneck and that “it has to change,” adding that he wouldn't impose it on member states but would “advocate for it.”

MOSCOW — Russian President Vladimir Putin on Saturday apologized to his Azerbaijani counterpart for what he called a "tragic incident" following the crash of an Azerbaijani airliner in Kazakhstan that killed 38 people, but stopped short of acknowledging that Moscow was responsible. Putin's apology came as allegations mounted that Russian air defenses shot down the plane while attempting to deflect a Ukrainian drone strike near Grozny, the regional capital of the Russian republic of Chechnya. Russian President Vladimir Putin chairs a Security Council meeting via videoconference Saturday at the Kremlin in Moscow, Russia. An official Kremlin statement issued Saturday said that air defense systems were firing near Grozny airport as the airliner "repeatedly" attempted to land there on Wednesday. It did not explicitly say one of these hit the plane. The statement said Putin apologized to Azerbaijani President Ilham Aliyev "for the fact that the tragic incident occurred in Russian airspace." The readout said Russia has launched a criminal probe into the incident, and Azerbaijani state prosecutors have arrived in Grozny to participate. The Kremlin also said that "relevant services" from Russia, Azerbaijan and Kazakhstan are jointly investigating the crash site near the city of Aktau in Kazakhstan. The plane was flying from Azerbaijan's capital, Baku, to Grozny when it turned toward Kazakhstan, hundreds of miles across the Caspian Sea from its intended destination, and crashed while attempting to land. There were 29 survivors. According to a readout of the call provided by Aliyev's press office, the Azerbaijani president told Putin that the plane was subject to "external physical and technical interference," though he also stopped short of blaming Russian air defenses. Part of an Azerbaijan Airlines plane lies on the ground Thursday near the airport of Aktau, Kazakhstan. Aliyev noted the plane had holes in its fuselage and the occupants sustained injuries "due to foreign particles penetrating the cabin mid-flight." He said that a team of international experts began a probe of the incident at Azerbaijan's initiative, but provided no details. Earlier this week, the Azerbaijani Prosecutor General's office confirmed that investigators from Azerbaijan are working in Grozny. On Friday, a U.S. official and an Azerbaijani minister made separate statements blaming the crash on an external weapon, echoing those made by aviation experts who blamed the crash on Russian air defense systems responding to a Ukrainian attack. U.S. President Joe Biden, responding Saturday to a reporter asking whether he thought Putin should take responsibility for the crash, said: "Apparently he did but I haven't spoken to him." Biden made the comment after leaving church in St. Croix, U.S. Virgin Islands. Passengers and crew members who survived the crash told Azerbaijani media they heard loud noises on the aircraft as it circled over Grozny. Dmitry Yadrov, head of Russia's civil aviation authority Rosaviatsia, said Friday that as the plane was preparing to land in Grozny in deep fog, Ukrainian drones were targeting the city, prompting authorities to close the area to air traffic. Yadrov said after the captain made two unsuccessful attempts to land, he was offered other airports but decided to fly to Aktau. Marty Hancox, founder and co-owner of Fan of the Sport, was unpacking stock on Monday at the shop in the Elgin Centre shopping mall that sells sports memorabilia, trading cards and board games. He discovered a Pop Funko, a type of figurine depicting famous people and pop culture characters, was missing, said co-owner Dionne Turner, Hancox’s partner. After a search of the store failed to turn up the figurine of rapper Snoop Dogg, Hancox checked the store’s surveillance tapes, Turner said. The video showed that around 1:30 p.m., two females had pocketed the Snoop Dogg Pop Funko, a Pop Funko of X-Men character Wolverine, and a Toronto Maple Leafs coffee mug, Turner said. “I said, ‘I’m posting this online because we’ve had issues before,’” she said. “The police, they try to help, but there’s only so much they can do . . . and that’s how it all started.” This time, rather than contacting police, Turner and Hancox decided to post a video and several still images of the two females who had pocketed about $80 worth of merchandise to the store’s Facebook page around 4 p.m. on Monday, Turner said. Both Hancox and Turner said it wasn’t the cost of the items that motivated the post. Hancox said it was “more the principle of they took stuff” with Turner noting money is “out of our pocket ,too.” “We didn’t really like it, to kind of shame them on Facebook, but I thought, we’ll give it a try, and sure enough within 24 hours they contacted us,” Hancox said. He believes the pair were likely “getting pressure from family and friends” who saw their picture, he said. Turner said the two females returned the stolen property on Tuesday evening, and that the names of the shoplifters were never learned, nor were there were hard feelings. “I thanked them for bringing this stuff back,” Turner said, and told them she was “really impressed because it took a lot of guts to come in here and face me.” “We don’t care what their names are, we’re just happy we got our items back,” Hancox said. A spokesperson from the St. Thomas police stated by email that a property crime analyst with the department called shoplifters returning stolen property “very rare.” Turner said the shoplifters had mentioned they were having difficulty affording Christmas gifts, which she empathized with, but “they just went the wrong way about it. “I didn’t want them to get ostracized because everybody knew who they (are) now,” Turner said. “We got this stuff back, we’re going to drop it (and) hopefully they learned their lesson.” The post with the video and images of the shoplifters was removed and another was uploaded to Fan of the Sport’s Facebook page giving thanks to the pair for returning the stolen property and thanking customers and friends for sharing the post. I think it’s good in a sense that we’ll see who is most prepared down the stretch, and it’s really challenging for teams — everybody that’s involved.” The Ravens are one of the five teams that are about to go through a three-game, 11-day stretch. The Ravens, Chiefs, Steelers and Texans are playing Sunday, the following Saturday and then the Wednesday after that on Christmas. FIUGGI, Italy -- Foreign ministers from leading industrialized countries threw their strong support Tuesday behind an immediate ceasefire between Israel and the Lebanese militant group Hezbollah but sidestepped the question of whether to enforce an international arrest warrant for Israel’s leader over the war in Gaza. In their final communique, the Group of Seven ministers demanded Israel “facilitate full, rapid, safe and unhindered humanitarian assistance in all its forms” to Palestinians in Gaza, warning that its yearlong assault had led to unprecedented food insecurity. But they didn’t refer explicitly to the Hague-based International Criminal Court and its arrest warrants on charges of crimes against humanity for Israeli Prime Minister Benjamin Netanyahu and his former defense minister, Yoav Gallant. The warrants said there was reason to believe Netanyahu and Gallant have used “starvation as a method of warfare” by restricting humanitarian aid and have intentionally targeted Palestinian civilians in Israel’s war with Hamas in Gaza — charges Israeli officials deny. Italy had put the ICC warrants on the official G7 meeting agenda, even though members were split on the issue and the right-wing government of Premier Giorgia Meloni, a strong supporter of Israel, said they were politically motivated. (Reuters) - U.S. President-elect Donald Trump on Monday pledged a 25% tariff on all products from Mexico and Canada from his first day in office, and an additional 10% tariff on goods from China, citing illegal immigration and the trade of illicit drugs. "On January 20th, as one of my many first Executive Orders, I will sign all necessary documents to charge Mexico and Canada a 25% Tariff on ALL products coming into the United States, and its ridiculous Open Borders," Trump said in a post on Truth Social. Trump said the tariffs would remain in place until the two countries clamp down on drugs, particularly fentanyl, and migrants crossing the border illegally. Trump's threatened new tariff would appear to violate the terms of the U.S.-Mexico-Canada Agreement on trade, which Trump signed into law and took effect in 2020, and continued the largely duty-free trade between the three countries. Mexico and Canada are the United States' largest trading partners. More than 83% of exports from Mexico went to the U.S. in 2023 and 75% of Canadian exports go to the country. Canada and the United States at one point imposed sanctions on each others' products during the rancorous talks that eventually led to USMCA. On China, the president-elect accused Beijing of not taking strong enough action to stop the flow of illicit drugs crossing the border into the U.S. from Mexico. "Until such time as they stop, we will be charging China an additional 10% Tariff, above any additional Tariffs, on all of their many products coming into the United States of America," Trump said. The Chinese embassy in Washington, the office of Canadian Prime Minister Justin Trudeau and the Canadian foreign ministry did not immediately respond to separate requests for comment. Mexico's foreign ministry and its economy ministry did not have an immediate comment when contacted by Reuters. Trump has previously pledged to end China's most-favored-nation trading status and slap tariffs on Chinese imports in excess of 60% - much higher than those imposed during his first term. The Chinese economy is now in a much more vulnerable position given the country's prolonged property downturn, debt risks and weak domestic demand. The dollar rose more than 2% against the Mexican peso and jumped 1% on the Canadian dollar after Trump posted on his social media platform. Japan's Nikkei fell 1% and U.S. stock futures dropped 0.3%. In the run-up to the Nov. 5 election, Trump floated plans for blanket tariffs of 10% to 20% on virtually all imports. He also said he would put tariffs as high as 200% on every car coming across the U.S.-Mexico border. He also voiced his intent to formally invoke the USMCA's six-year review provision upon taking office. Currently, it is expected in July 2026. Economists say that Trump's overall tariff plans, likely his most consequential economic policy, would push U.S. import duty rates back up to 1930s-era levels, stoke inflation, collapse U.S.-China trade, draw retaliation and drastically reorder supply chains. They say tariffs are paid by the companies that import the products subject to the duties, and they either pass on the costs to consumers or accept lower profits. The Prime Minister will again attend the JEF summit, joining leaders from the Nordics and Baltics to discuss support for Ukraine, the sustained threat posed by Russia and wider European security. He will then visit British forces serving in the region to deter malign Russian threats.

Google has named Debbie Weinstein, a senior executive for the tech giant in the UK, as its president in Europe, the Middle East and Africa. Until now, Ms Weinstein has been the US firm’s vice president and managing director in the UK and Ireland, having previously worked at Unilever. She said her focus will be on “unlocking AI-powered growth for everyone”, calling the current AI boom a “pivotal” time for the tech giant. Google has joined many of its rivals in launching a string of high-profile generative AI products in recent times, led by the firm’s generative AI-powered assistant, Gemini. “My focus will be on unlocking that AI-powered growth for everyone – users, businesses, partners and governments across every part of the region. “I’m excited to be stepping into this role at a pivotal time, in a company where I’ve spent the last ten years and leading a region where I’ve spent much of my life.” Google employs more than 29,000 people across Europe, the Middle East and Africa, with 56 offices across 35 countries in those regions working on many of the firm’s largest products, including its search engine, the Android mobile operating system and its Chrome web browser.
